With the deepening of the new curriculum reform,teachers now pay high attention to the language classroom teaching, However, the design and evaluation of homework is relatively lagging. Many teachers ignored the language teaching is a whole process, and homework is an integral part of it. Thus, they still treat the language work as a “teaching supplement” or “teaching consolidation”. As a result, there have been many problems between homework design and evaluation. Thus, how to improve the effectiveness of job design and evaluation has become an important subject and worthy of study.On the basis of advanced educational theory and experience, this paper has put the multiple intelligences theory, constructivism, cognitive development theory, and the new curriculum standards into the design of the language homework, and also analyzes the related research about the homework after school at home and abroad. Meanwhile, the paper surveyed Wuzhong District elementary school students and teachers in three of five to six-year, combined with the nature and characteristics of the language subjects, on the current situation of high-grade primary language designed to do a thorough homework of research. It is found that there were some problems such as the lack of practice, the lack of design, the lack of students’ participation, and the single evaluation on the language homework. In view of these problems, it is analyzed and proposed to design a variety of operations, strengthen the multi communication, focus on the diversity of the evaluation of operational strategies. It’s provided theoretical and operational strategy for the primary language Teachers homework design.In addition, the paper in the homework design and implementation process also focus on communication among teachers, students, and parents, between the three, to form a benign interaction between the systems, to better achieve original intent of homework design.
