In the modern society, there should be a higher level education to apply the earnest needs for innovative talents, meanwhile, the period of juvenile is the most important in individuals’ developing. The basic education, as the most obvious influential in one’s developing, should have been made some breakthroughs to meet the high requirement. Recently years, with the development and revolution of new curriculum, the popularization of quality-oriented education have been developed well, at the same time, both the theories and methods of education had changed a lot. Especially, the Problem-based Teaching, which is particularly prevalent among the teachers with the advantage of developing students’ critical thinking and improving their ability to solve problems. The Problem-based teaching is founded under the guidance of many teaching and learning theories and this teaching activity is suited for the specific teaching aims, which is based question. Under this teaching model, teachers could design the contextual questions according to the specific features of subjects and contents, which is also adopted to the regularity of students’ cognition. These designed questions could led the students to find questions and gain knowledge with the foundation of their original learning experience, furthermore, during the analysing and solving these questions they would catch up some new questions,meanwhile, their thinking would be developed and the ability would be enhanced.Ideological and political course in High School whose main purpose is to make students gain knowledge and receive education, not only bears the responsibility of teaching students some basic knowledge, so as to let them learn how to use these knowledge in real life, but also bears the responsibility of educating their emotional attitudes and value and exerting their subjective initiative as well as unearthing their internal potential at the most. Problem-based teaching applied to ideological and political course in High School will better finish the above tasks. Based on the consideration of theory and practice, the research is aimed at Problem-based teaching of ideological and political course in High School for the comprehensive design. By the analysis of the “question” itself, the characteristics of the Problem-based teaching and the connotation of teaching design, the research provides the theory support for the question-based teaching of ideological and political course in High School, of which not only involves constructivism, but also in the Problem-based teaching theory both close to Problem-based teaching of ideological and political course in High School, so as to further formulate the design principle for it. It is particularly important that this article is aimed at Problem-based teaching design of ideological and political course in High School for the arrangement and construction of design thinking according to the guidance of theory and principle. This part of content is a comprehensive analysis of the teaching goal, process, organization and evaluation of ideological and political course in High School, among which teaching process tries to build a relatively integrated design flow based on the Problem-based teaching for ideological and political course in High School from two sides of the teaching and question-solving process, and finally offers feasible implementation strategies according to the specific steps of teaching so that better serves teaching practice.
