With the coming of global economy, talent is the most crucial resource and development factor. High-level professionals, including technical personals and skilled talents, have become a driving factor in social, economic and human environmental development. It is also an indispensable and irreplaceable force in social resources. As a pioneer in talent introduction programs in China, Chongqing attaches great importance to its talent recruiting work. It clearly stated that “In order to become the inland open talent highland, Chongqing needs to be a talent highland first." The mid-and-long-term talent development blue paper of Chongqing points out, by 2020, Chongqing will complete building the inland open talent highland, and become one of the leading cities in talent introduction programs in China. Although Chongqing is constantly adjusting its talent introduction policies according to its economic development, it has exposed many problems in fighting the global talent war. This paper adopts the methods of public policy analysis and comparative analysis to research on Chongqing’s talent introduction program, to identify its affect factors, to find out its problems.The study has shown, since 1997, the implementing of a series of talent introduction policies has optimized the policy environment, built an effective platform as well as set up a stimulation mechanism for talent introduction in Chongqing, and it has attracted a number of overseas professionals. However some issues, such as inadequate stimulation mechanism, insufficient foreign talent recruitments, poor policy making and execution as well as unbalanced age distribution and talent distribution over organizations, still exist. Research uncovered that causes of these issues include obsolete views, lack of macro management of talent flow and poor publicity. This paper also studied some successful cases in talent introduction both at home and abroad. It searched for countermeasures and suggestions in the improvements of talent introduction policies.
