The Basic administrative staff is an important part of the university. Basic administrative staffs maintain formal function of the university. And they undertake modern management of the university. Their enthusiasm、creativity and initiativity in daily work directly influence management benefit and school quality of university, as well as affect and decide university development process to a large extent, which furtherly influences the development of higher education in our country. With the fast development of higher education and increasing school scale in China, there are more and more aspects at work and increasing demand for college fundermental management, which brings increasing amout and pressure for basic Administrative Staff at their work. The work of basic administrative staffs at a university is time-consuming and takes lots of efforts although it’s comparatively simple and with low technical content. the university basic administrative staffs undertake many aspects of pressure such as low wages、small possibilities of vacational certificates assessment and promotion、conflicts between work and family when they strictly fulfill job responsibilities, which brings boredom、confusion、sense of loss and loss of self value to them as well as create occupation burnout. Job burnout of the university basic administrative staffs not only affects their personal physical and mental health, but also quality of work. And the most practical solution to fundermentally solve this issue is to implement performance appraisal toward basic administrative staffs. The implementation of performance appraisal toward basic administrative staffs and combination between development goals of the university and person is also the process of increasing possibility of target fulfillment and promoting the whole benefit of the university by management, which helps ease and eliminate occupation burnout of the basic administrative staffs、improve work efficiency and service quality, and promote goals fulfillment of school as well as double win between development of university and person.
