In the new century, with the rapid development of society and economy, people’s demand for medical service, health care and healthy life has been increasing quickly. Meanwhile, new economic forms have been keeping emerging and the reform of medical system has been deepening. Therefore, the country has a greater demand for senior medical management professionals and the public medical institutions, health administrations and hospitals are in need of a large number of talents with professional and management skills. Problems such as the high frequency of public health emergency, population aging, the expanding sub-health group and the worsening environment have presented new challenges for public health management and higher requirements on the relevant personnel. Now China is carrying out the training of health service management doctors with scientific degree rather than the training of health service management doctors with professional degree. This traditional training mode focuses on the development of research and teaching abilities of the trainees, which more or less neglects the capacity-building in real practice. Given that the Chinese medical and health service is soaring and the reform of medical system is deepening, this mode can barely meet the need for senior professionals with practice abilities. Therefore how to train highly-professional and application-oriented talents has become a matter of importance.This author firstly probes into the DrPH in policy and management training mode in US. Being fully aware of the necessity to structure the training mode for Chinese health service management doctors with professional degree, the author conducts case study, in-depth interview with experts and questionnaire survey and summarizes the strengths and weaknesses of the on-going domestic training program for health service management doctors with scientific degree in respects such as training aim and model, admission, length of study, curriculum and graduation requirements, ect. The author also consults the experts and faculties for their professional advice. Finally the author proposes the training mode for Chinese health service management doctors with professional degree. The thesis falls into 4 chapters.Chapter 1 is the introduction, in which the author analyzes the necessity and significance of the training of health service management doctors with professional degree in China, summarizes the background, status quo in and out of China and the existing problems of relevant training programs, points out the aim of training Chinese health service management doctors with professional degree and its importance and urgency and finally, sets forth the methods, main points and procedure of the study.Chapter 2 is the analysis and comparison of the training modes in China and US. In this part, the author selects 3 universities in China and 4 in US as the objects, compares and analyzes the training modes and summarizes the strengths and weaknesses of them in respects such as training aim, admission, curriculum, social practice and graduation requirements, ect and puts forward the advice for the construction of the training mode for Chinese health service management doctors with professional degree.Chapter 3 is the study on the training mode for Chinese health service management doctors with professional degree. By the previous literature research and case study in Chapter 2, the author finds the differences in the training aims of two modes, which further result in the differences in admission requirements, curriculum, practice and graduation assessment. It also becomes evident that the US mode provides the country with plenty senior management personnel and can be regarded as a valuable reference. However, education is based on national conditions. We can not afford to copy the mode and employ it in China. Hence the author further conducts in-depth interviews with experts on training aim, admission requirements, length of study, curriculum, practice and graduation assessment in the Chinese training mode and designs questionnaires, which provides the scientific basis for the construction of the Chinese mode.Chapter 4 focuses on how to construct the training mode for Chinese health service management doctors with professional degree. Base on the literature research, case study, in-depth interview with experts and questionnaire survey finished in the above chapters, the author proposes how to construct the training mode by induction and deduction.Starting from the necessity of training health service management doctors with professional degree and supplying the country with senior health service management personnel, this thesis focuses on the key points in all links of the training mode and preliminarily constructs the Chinese training mode. And the author sincerely and humbly hopes that it can be of a little value to the relevant research and practice in the future.
