Our assessment is a continuous and comprehensive evaluation from the beginning of middle school life to graduation. Feedback, whether in learning or teaching, is very strong incentive. If there is no feedback, teachers couldn’t not know the effect of their teaching, and the students couldn’t know their own learning result as well. It will lead the teachers teaching and students learning to a standstill. Through the evaluation mechanism, the effect will be sufficiently assisted and improved. So this article aims at how to relatively fairly evaluate the quality of teaching in the situation of that the disparity of the students learning ability in different classes, the analysis of the growth and progress of the different classes students in different circumstances based on the collected data, the analysis of teaching quality in different subjects for middle school, promoting the growth of the weak disciplines, and improving the quality of teaching. This research is to develop a teaching quality assessment system based on the Qinhuangdao Shanhaiguan third school teaching quality evaluation management model and requirement. By comparison and analysis of the development of technology and the system environment, we determine to use Swing + IOC + ORM + Sqlite3 to achieve the software part, and through this software we can fully use the information technology to improve the management of schools for teaching evaluation and to provide services to schools and scientific management.
