Basic Pubilc Education Service Equalization Index System Construction And Empirical Research Of Fujian Province

The basic public education service is one of the most important public service function of the government,and also the major forcus of world governments' public service.With the development of the social economy and speed up the pace of building a service-oriented government,The establishment and improvement of basic public education service system has become the main content of education reform and development in China,as well as the core strategic tasks in the new period.The government indicate that we should build basic public education service system covering urban and rural areas,narrow the gap between regions,gradually promote the equalization of education.Fujian Province is the main part of the West Side of the Economic Area in Taiwan Straits,the speed of economic development is increasing in recent years,and the governments attach great importance to it.However,Fujian still have large differences between the regions and schools,including financial allocation,education resource allocation and the imbalance of teachers' structural power.Based on this background,the paper try to analysis the basic public education service equalization of Fujian Province.The concept is based on the government under the protection of basic public education system,control the gap within an economically and socially acceptable range,ensure every school-aged students can enjoy a certain standard of basic public education services,so as to achieve the purpose of promoting education fair.The specific contents include equality of education opportunity?equality of education process and equality of education results.The scopes are divided into pre-school education,nine-year compulsory stage education and high school stage education.The present situation of the basic public education service in Fujian Province is analyzed from the financial input,the basic public education service popularization and the teacher situation.We cannot ignore that it still have many problems,such as the unreasonable distribution and the structure of education resources,the supplyment cannot satisfied people's requirements.Then,according to the basic public education service of Fujian Province from 2010 to 2016,collected and organized relevant data to construct the index system of basic public education service.Using entropy method to get the standard matrix and weight matrix.Using Tel index method to get the Tel index of the first order index.According to the nominal index analysis,it shows that Fuzhou and Xiamen city have the highest nominal index,the second are Quanzhou,Zhangzhou city which have strong economic,Nanping city is the lowest.With the development of economy,the basic public education service level in Fujian Province has gradually become fair,however,it still needs to be improved in education opportunity fair and education results fair.In conclusion,based on the above research,the paper summarizes the problems existing in the equalization of basic public education services in Fujian Province,then put forward countermeasures and suggestions above.
