The paper studies the equalization of basic public education services in Beijing,Tianjin and Hebei.Based on combing the connotation of basic public services,basic public education services and the theory of equalization,the paper analyzes the data of Beijing-Tianjin-Hebei basic public education services from 2013 to 2016.The research object is nine-year compulsory education and high school education.Firstly,it compares the development status of basic public education services in Beijing,Tianjin and Hebei from the four dimensions of educational environment,educational opportunities,educational resources and education quality.Secondly,it compares the input-output efficiency of basic public education services in Beijing,Tianjin and Hebei by means of data envelopment method.Thirdly,using the thayer index,it measures the equalization level of Beijing-Tianjin-Hebei basic public education services from the four dimensions of educational environment,educational opportunities,educational resources and education quality.Finally,the TOPSIS method was used to evaluate and rank the level of basic public education services in Beijing,Tianjin and Hebei,and to clarify the distribution characteristics of basic public education services in Beijing,Tianjin and Hebei.The results are as follows:(1)there are differences in the level of basic public education service in Beijing,Tianjin and Hebei.As a whole,Beijing and Tianjin's basic public education service are better.There is still a gap between Hebei and Beijing and Tianjin in the basic public education services,especially in the educational environment and educational resources.From primary school to high school,the advantages of Beijing in basic public education service are becoming more and more obvious.(2)There are differences in input-output efficiency of Beijing-Tianjin-Hebei basic public education services.The technical efficiency of basic public education services in Beijing is effective.And there is no input redundancy or output shortage.But its scale efficiency is ineffective and its scale return is decreasing.The technical efficiency and scale efficiency of basic public education services in Hebei are effective.The technical efficiency and scale efficiency of basic public educationservices in Tianjin are ineffective.And its scale return is decreasing.There are redundant input and insufficient output in Tianjin.(3)The degree of equalization of Beijing-Tianjin-Hebei basic public education services has been improved,especially in terms of educational resources.The difference of Beijing-Tianjin-Hebei basic public education services was narrowed in 2016.The harmonious educational development of Beijing,Tianjin and Hebei has achieved initial results,but the difference in Beijing-Tianjin-Hebei basic public education services still can not be ignored.Finally,the paper explores the factors that restrict the equalization of Beijing-Tianjin-Hebei basic public education services from three aspects: the division of administrative divisions,the differences in educational investment,the regional differences in demand and supply.The following countermeasures are proposed: developing intelligent education in Beijing,Tianjin and Hebei based on big data,increasing the supply-side structural reform of education,innovating the Beijing-Tianjin-Hebei educational cooperation mode.
