Creativity is the core competitiveness of talents. Music learning plays an important role in the cultivation of creativity. Music educators are aware of this truth. During the curriculum reform of music education in 2001, musical creation was firstly brought into the content of music teaching in primary and secondary schools. In the curriculum reform of music education in 2011, there are greater emphasis on this part. "Music course standard of full-time compulsory education(issued in 2011)" clearly requires that the student should improve the ability of music creation, which fully reflects the importance of music literature creation and has brought a new challenge to music teachers in primary and middle schools about their own accomplishment on music and literature. The author thinks the problem of cultivating the new generation of creative musical talents should be solved from the root of teacher training. Most music teachers in primary and middle school believe the creation in music curriculum standard refers to the once created, melody creation, so they are afraid of musical creation. Compared with the music melody creation, the higher teacher’s music creation less concerns with the analysis, creation and training of music literature, which leads to lack of music accomplishment among the primary and middle school teachers. This paper expounds the value of music literature curriculum and demonstrates the importance of the music accomplishment of music teacher. On the basis of investigation,the author points out that the cultivation of music literature accomplishment plays great role in the cultivation of teachers.Based on the analysis of the needs of the society,students and teachers, this study puts forward it is necessary to cultivate the music literature accomplishment of music teachers in primary and secondary schools. This article mainly consists of three parts.The first part mainly describes the investigation the phenomenon of the lack of music accomplishment among the primary and middle school teachers and finds the cause of it according to the analysis of the survey results. In the second part, the paper discusses the importance of music literature from two aspects: the background purpose of music literature and the value of music literature.The third part describes the way of teacher cultivation to solve the problem above.The author expects that music literature knowledge and skills would be the basic content of training music teachers in primary and middle schools, throughout the courses of the theory and practice in the teachers training, and to cultivate the teacher meeting the requirement of the new course standard. It is very important to improve the students’ enthusiasm for music creation and to cultivate the new generation of creative musical talents,through enhancing the music literature quality of the primary and middle school music teachers.
