In recent years, the pedagogy graduates employment rate is generally low, the situation of college students’ hunting employment is worried. To get rid of the employment difficulty, many institute of education science have carried on positive exploration on reform of professional. But due to various reasons, the pedagogy major reform is struggling, especially the local comprehensive university pedagogy is less than satisfactory. There are still many problems. Therefore, to strengthen the research of local comprehensive university education reform is very necessary.In this paper, utilizing the top-level design concept in the local comprehensive university pedagogy reform, strive to service for reform and development of local comprehensive university education, improve efficiency scientific and feasible of reform of pedagogy. Therefore, it is necessary to have a better understanding of the researching of the reformation of pedagogy major in local comprehensive university.First, necessity and feasibility of the top-level design of the local comprehensive university pedagogy. Top-level design is a strong weapon in the implementation of the’outline’,is the effective means to improve the professional development, is a precondition to safeguard the quality of cultivation.The systematic, operability,arduous of pedagogy professional planning, reflect the feasibility of the top-level design to the pedagogy planning.Second, construction idea and structure system of top-level design of local comprehensive university pedagogy. The top-level design of pedagogy major in local comprehensive university should be in accordance with the ideas of professional value promotion, the common development of teachers and students’promotion, multi purposes and course modularization, based on the frame system of top-down design to perform the top-level design of pedagogy major.Third, procedure of top-level design of local comprehensive university pedagogy. First, professional development orientation and it should be clear that the school direction of pedagogy major should follow local, comprehensive and characterization; next, analyze the market requirements, clear and definite the "top target", aiming to training applied talents and to achieve the pluralistic training aim; again, break down the professional’s training goal in order to carry out shunt training model; finally, to establish scientific and reasonable curriculum system.Forth, security system of top-level design of local comprehensive university pedagogy. In order to ensure the implementation of the top-level design of pedagogy major, it is need to start from three aspects:ideology, management, construction of a high-quality staff. Specific measures are as following:1. total involvement and to form consensus on values; 2. pay attention to the improvement and implement of system, and improve the communications and decision-making mechanism, improve the assessment and feedback mechanism; 3. setting up a teacher team with excellent quality and reasonable structure.
