Our Country University "to The Administrative"

Both inside and outside the university, administration is characterized by multi-level, multi-type and multidimensional. This phenomenon can be seen everywhere and its disadvantages and serious consequences are subjected to severe criticism. Due to the administration,university pays more attention to government and academic puts higher value on administration. As a result, it changes the organization, distorts university’s accountability mechanisms and core functionality, against academic achievement and scientific development. In 2005, Qian Xue sen asked why our college can’t cultivate outstanding talents. His question tortured the existing system and future development of Chinese education.Therefore, university administration has become a hot topic in educational world and two sessions. National Medium and Long-term Education Reform and Development Plan Outline was enacted in 2010,which led to wide controversy over the de-administration of scholars and social sectors.From the perspective of law-based governance of universities, this article comes up with a definition of law-based governance and de-administration, analyzes the realistic significance on five aspects:government’s administration by law, university’s management construction, university’s management improvement, university’s mechanism construction and working mechanism. Then, it analyzes the current situation, reasons and obstruction of de-administration in colleges,which makes us rethink profoundly. On the basis of management system of foreign colleges and universities, this article explores the measures of de-administration and puts forward proper suggestion from legal relationship, service function, actual requirement and university nature. It hopes to provide experiences and references for de-administration reform of colleges, and to contribute to higher education reform and sustainable development.
