The application of POE teaching is very extensive. The use of POE teaching can help students to master the way of using their existing knowledge to explain scientific phenomena as well as difficulties they encounter in daily life. This study aims to explore the influence of POE on students’ scientific inquiry capacity and in the meantime evaluate the perceptual effect of students in experimental group.This study adopted a quasi-experimental study method and the literature research study method. The object of the study is two classes of students from senior one:one class as the experimental group received instruction using POE teaching strategies, another as the control group received instruction using traditional teaching methods. The research tools of the study include scientific inquiry capacity tests, learning experience questionnaires and worksheets. The data have been collected respectively from the experimental group and control group before and after the test, and afterwards subjected to statistical analysis, including independent sample T-test and paired samples T-test. By understanding students’ changes in the four dimensions of "questions and hypothesis ", "plan", "experiment and data collection analysis", "interpretation and conclusion" we can put forward effective suggestions for high school biology experimental courses.The results of the study are as follows:(1) on the performance of science inquiry capacity test before and after the test, the experimental group reached significant difference shows up in the experimental group while the control group did not. Thus, POE teaching strategies can significantly improve the students’ scientific inquiry capacity. (2) through independent sample t-test analysis, we found that POE teaching strategy and the traditional teaching strategies don’t show significant differences in improving students’ scientific inquiry capacity. (3) by analyzing the data of science inquiry capacity test before and after the test, we can see significant improvement of the experimental group students in "questions and hypothesis "ability, while the other three dimensions did not reach significant difference.(4) students hold positive attitudes towards the POE teaching strategy and show willingness to have more classes in this format. Most of the students are for the strategy as it enables them to explore and operate experiments on their own, improve their thinking ability, make courses more interesting, and increase their classroom participation.With regard to the results above, the study put forward several suggestions:(1) we should adopt POE teaching strategy to build a more learner-centered learning environment, so that students can improve their scientific inquiry capacity rather than learning scientific knowledge alone. (2) We need to combine scientific knowledge with life experience in our instructions and encourage students to adopt scientific ways to explain the scientific phenomena in daily life so that students can enhance their abilities of interpretation and conclusion.
