In view of the problems of being not specific, not clear, and not measurable in the current biology teaching, this study selected the students in Tianjin No. 21 Middle School as the research subjects, chose the Biology for Senior Middle School-1,2,3 published by Ren Min Jiao Yu Publisher as the learning materials and used the experimental method, data processing method, case analysis method to carry out the research.A questionnaire is used to make a pre-survey about the learning goals and learning interest of the students in two ordinary science classes. The results of the survey revealed that the students in the two classes had the same learning goals and most of the students didn’t have enough interest in biology, which means the students in the two classes had much in common at the beginning of the research. In the process of the research, the different levels of course objectives and course contents were developed in two different classes by using the experimental method in comparison, that is, SMART principle in teaching target management strategy was used in Class 5, while the traditional teaching method was used in Class 8. The results showed that both of the students in two classes improved in biological performance and the difference in average between the experimental class and the control class was gradually increasing, which was analyzed by the SPSS13.0 For Windows.Through the typical case and survey, it is concluded that the application of SMART principle teaching target management strategy can improve students’ interest in biology learning, make students in a good mood, improve students’ participation in the class in quantity and extent, and improve the frequency and level of the interaction between teachers and students as well as students and students.Further analysis of the results showed that the application of SMART principle teaching target management strategy had a significant role in promoting the academic performance of the low grade students whose initiative to learn rose.
