With the development of China’s science, technology and culture, the training and selection of innovative talents become the main task of our country’ s education at the present stage. In spite of the quality-oriented education has been advocated in our country, schools at all levels still treat students’ test scores as their basis, which is not conducive to the implementation of quality-oriented education and the cultivation of innovative talents.Therefore, the reform of talent selection becomes the important research subject to education managers and researchers.Aiming to research goal of the cultivation and selection of innovative talent,this paper puts more focuses on the treatise of the concept and connotation of eleven-plus and evaluation system and innovative talents. At the same time, based on the present situation of the examination and evaluation, this paper analyzed the deficiencies of the present education at all levels for the training of the innovative talent and put forward the necessity of the reform of our country’s eleven-plus and evaluation system.Based on this, this paper researched the college entrance examination system ofthe United States and Singapore and analyzed their advantages, such as its comprehensive evaluation standard, diversified way of admission,the education combined with its actual social economy, made full use of vocational and technical education in higher education, etc. in detail. All of them provide a good reference for the reform of our country’s eleven-plus and evaluation system.By analyzing the demand for innovative talents in our country at present stage and various qualities of innovative talents should possess, combined with literature, this paper constructs “3D-8A”evaluation model for the comprehensive qualities of innovative talents from the three dimensions of personality traits, innovation spirit and innovation ability, the eight angles of values, emotion, innovative consciousness,learning ability pioneering ability, which aims to provide the gist for the reform of the eleven-plus and evaluation system.Through analyzing of each link of our country’s current entrance examination and based on the drawbacks of today’s examination and evaluation mode,which are not conducive to the cultivation of innovation talents, drawing lessons from the United States and Singapore,which have many advantages in the training and selection of innovative talents and based on the 3D-8A evaluation system, this paper built a multidimensional eleven-plus and evaluation system, which is the association of activity and inertia. It not only tests students’ static logic knowledge, but also evaluates students’ dynamic practical ability. Meanwhile, this paper also put more focuses on the characteristics of dynamic competence assessment system and its effect on innovative talents selection.Discussed the reform strategies of the static logic knowledge examination,such as the flexibility of examination method, the comprehensiveness of examination content and the combination of theory and practice, which could improve students’ innovative consciousness, innovative thinking, learning ability and examine students’ logical reasoning ability, comprehensive analysis ability and so on. It will have broken the phenomenon that the school emphasizes too much on test scores in the traditional college entrance examination.Based on the dynamic practice ability evaluation system, this paper put forward specific reform strategies of innovation talent’s selection in the stage of high school and college entrance examination enrollment to provide better development opportunity to the students who have innovation ability and ensure the independent recruitment of colleges and universities’ rationality scientific and fair. Meanwhile,the dynamic practice ability evaluation system could promote the cultivation of innovative talents’ comprehensive quality and ability in every education stage.
