Research On The Introduction Policy Of High-level Talents Of Jinhua Municipal Government

If talents multiply,the cause will prosper.Now,under the keen competition globally,talents,especially high-level talents,are playing a more and more central role in promoting economic and social development.At present,China is in the critical stage of reforming and innovating and in the new period of socialist construction.To strengthen the development by talents and technology,talents,as the strongest driving force behind innovation,science and technology,are becoming increasingly prominent.In recent years,.Jinhua Government has enacted a series of high-level talent introduction policies,so as to better promote the economic and social development of Jinhua,accelerate the pace of economic transformation and upgrading,increase the competitiveness,and build a beautiful city with honesty and harmony.Based on previous study and research,this paper defines concepts of high-level talents,and analyses the policy of high-level talents in Jinhua and explains its demerits through theoretical analysis and questionnaires,and based on the theories of human capital,talent incentive,talent flow and job matching,with the current situation of high-level talent introduction in Jinhua in recent years.First,the talent policy is not attractive enough;secondly the effect of policy implementation is not satisfactory;thirdly the market-oriented function of talent allocation is weak;and the last one is the shortage of corresponding policy support.Through in-depth analysis of these problems,this paper finds out the causes,and provides suggestions for improving the policy of introducing high-level talents in Jinhua based on the current situation,including reinforcing talent attraction strength,improving talent training,strengthening policy propaganda and so on.This study also provides useful experience for other cities which have the same geographical disadvantages as Jinhua.
