Children are the future of the motherland, the rural labor force large inflows city at present stage in our country, the children of migrant workers in cities has formed a large group. They lack the opportunity to contact with art in family education, misunderstanding is very shallow even have to beauty. Our country compulsory education course in the fine arts for positioning with characteristics of humanities subjects. So it’s about the human dignity in education, personality, emotion and so on. Children of migrant workers need to get a good education, it will be more conducive to their growth.Based on the theory of effective teaching, this paper discusses the elementary school fine arts classroom effectiveness of migrant children. The full text is divided into five parts, the first chapter is introduction. The second chapter introduces the domestic research of effective teaching. The third chapter embarks from the children of migrant workers elementary school field, analyses the migrant workers children the causes of the formation of the elementary school fine arts classroom inefficiency, and discusses the necessity of the implementation of effective teaching. The fourth chapter is the effective teaching theory applied to the practice of the classroom, to show the practicability of effective teaching theory. The fifth chapter is the effective teaching of children of migrant workers elementary school fine arts class, through the author’s own experience, in order to improve migrant children elementary school fine arts classroom instruction to provide some reference.
