With the rapid development of Chinese economic adjustment and upgrading of industrial structure, the market is demanding for all kinds of talents tend innovative, professional features. Training highly qualified professionals mainly rely on colleges and universities. Talents for the local economic and social development and services mainly from local colleges, the specifications of its personnel training will be affected by local politics, economy, culture, environment, resources etc. The basic unit of university talent is professional, and professional personnel training is a link between universities and social needs. Professional setting unreasonable will directly reduce the demand for talent and social adaptability. Currently, the low matching of professional structure and social needs of colleges is leading to college graduates employment difficulties and employers are having difficulties in hiring the right talent. Therefore, to local colleges, the first thing to consider in the current setting professional is the economic restructuring and development of local talent on the new requirements. Firstly, the characteristics of local economic development, industrial restructuring process, personnel changes in the demand structure to conduct research and analyze the future trends. Secondly, be clear about local industry characteristics, be more well known about the local pillar industries, leading industries, the emerging industry status and development and personnel. Then provide a scientific basis for the rational professional settings based on current development institutions.This paper selected 16 full-time ordinary institutions of Shandong Province as the object of study. Collected information on the basic situation of their professional settings over the network resources, combined with the three industrial restructuring and labor market changes in demand in Shandong Province in recent years, summed up the problem from the start with the status quota analysis, put forward favorable countermeasures and suggestions. This article is base on the reading of related documents on the basis of the current college graduates "structural unemployment" and employers "labor shortage" the real problem of how to set employment-oriented professional reasonable. Firstly, the theoretical research, review relevant literature, research status, clarify core concepts and basic theory. Then conducted statistical processing of the professional setting of 16 institutions selected, and concluded the overall results of professional settings. Combined with the changes of three industrial structure adjustment and employment, as well as market demand in Shandong Province in recent years, draw some problems in specializing in Local Universities institutional and policy coordination, and difficulties in adapting to local economic and social needs and curricula and teaching staff irrational. Aimed at solving problems in the professional setup at local colleges, the writer Followed the idea of identify problems- problem-solving, analyzed from the aspect of the rationalization of government dealing with conflict transformation, finally summed up suggestions in improving all aspects of their own and other universities in professional setting.
