The Elementary education curriculum reform(trial) which was enacted in 2001 clearly stated: "We need to change the situation of curriculum management concentration, subject to State, local and school level curriculum management, enhance the adaptability of courses for local, school and student. " This guideline indicates that China’s reform has entered into a new era, it is the most significant change is to expand and integrate the curriculum resources, requiring schools to develop inside and outside courses resources and use it rationally. At present, the fundamental field of music education is advancing school-based curriculum development in our country, and on-going research on current school-based curriculum development. The new music classes standards in Phase II curriculum makes it clear that: The instrumental music education plays an very important role for the students ’ interest in music and improve the understanding, expression and creativity of music. It is understood that the present music school-based curriculum in primary schools of our country have been the practice in some schools, but still lacks of school-based curriculum development in instrumental music, especially the theory research is very weak.This paper is the paper of architecture design research, which target is development the students’ musical quality and playing the small instruments, which entry point is various problems in the Melodica curriculum development process. This paper defines development goals and develop content in music school-based curriculum development process which based on action research method, and also analyzes the problems and solutions encountered in school-based music curriculum development and implementation process, by using questionnaire method and interview method. While developing practical content in perfect textbook, with a positive and pragmatic attitude, I also implementation of school-based teaching materials with systematic, purpose, target at the same time. And I also do further observation, study, and improve in the process of implementing, in order to create real and orderly environment for this paper.I use the practical experiences in the process of school-based instrumental music curriculum development, take efforts to refine the development of practical operation steps, and try to find problems and solutions encountered in the development process in real-ordered study environment. I hope that my study would provides some theoretical support and operational experience for music teachers in the music school-based curriculum development.
