The Study On The Distribution Of The Poor, The Regional Differences And The Assistance Mechanism In Fujian Province

The issue of poverty has attracted widespread attention as a global difficulty. The governments of countries have been making relentless efforts in order to eliminate poverty, but cannot avoid this problem. Hence the international community has formulated lots of poverty reduction documents so as to decrease poverty worldwide. Meanwhile, elimination of poverty is the most urgent hard task for China to realize the general objective of comprehensively setting up a moderately prosperous society by 2020. Fujian is a province with relatively good economic development. However, absolute poverty still exists in Fujian, where the poverty forms become more complicated, the difficulty of supporting the poor increases and the imbalance of regional distribution of impoverished population also stands out. Under the research structure of poverty and anti-poverty theory and spatial poverty theory and based on impoverished population distribution data in counties in Fujian in 2013, this paper calculates the poverty measure indexes and also analyzes the gathering phenomenon of impoverished people in Fujian and the regional differences. This paper also divides Fujian into several regions according to the poverty incidence indexes:mild poverty area, moderate poverty area, severe poverty area and severely afflicted poverty area. In addition, this paper mainly analyzes the main poverty factors of the impoverished areas according to different types and explores the according policy of supporting the poor.This research mainly spatializes the impoverished population in Fujian, analyzes its distribution of impoverished population and regional differences and explores the targeted poverty supporting mechanism aiming at different regional poverty. The main research contents include:through literature analysis method, discuss the current research situation of poverty, poverty and region, distribution of impoverished population and the related concepts and theoretical frameworks; through normative analysis, discuss the general conditions and the common features of poverty in Fujian as well as the progress of poverty supporting work; through poverty measure method, choose the aggregation degree indexes of poverty to make quantitative analysis of aggregation phenomenon of impoverished population in Fujian and the conclusion shows that impoverished population in Fujian aggregates in mountainous areas; according to the main index data of China urban statistics yearbook and Fujian Statistics yearbook from 2010 to 2015, explain the regional economic differences of poverty aggregation area and non-aggregation area in terms of industrial dependence and efficiency, input of fixed assets, per capita disposable (net) income, urban and rural gap through the comparative analysis method; calculate the index of poverty incidence through the way of quantitative analysis method and qualitative analysis method; divide four types of impoverished space and study how to summarize the main poverty factors in terms of regional poverty; formulate targeted solutions and suggestions according to different regional poverty formation mechanism and propose to perfect social guarantee through considering supply of high-quality employment opportunities, exert the location advantages, boost transformation of development strategies and construct the multi-dimensional combination poverty supporting mode that overcome the disadvantages of the environment, perfect and upgrade industrial outlay, optimize and adjust the targeted poverty supporting route of regional economic structure.
