School-based curriculum decision-making is a process of making decisions on school-based curriculum design, curriculum implementation and curriculum evaluation and so on. Essentially it is a course power. The main idea of new curriculum reform is "all of those are for the development of students". But in a very long time, some educators have neglected this idea. So in the crucial period of the new curriculum reform, discussing on the students’ participation in school-based curriculum decision-making is not only provide some suggestions for the curriculum reform, but also further extend the study of students’right. On the basis of reviewing and summarizing of literatures about student participation, this research constructs of a two-dimensional analytical framework. The transverse latitude representatives "the level of participation", which references Fielding’s division of four levels of participation of students:students as data source, students as active respondents, students as co-researchers and students as researchers. The portrait latitude is "the content", which is constructed according to several aspects of school-based curriculum development:school-based curriculum design, curriculum implementation and curriculum evaluation. Based on this analytical framework, this research selects "qualitative research" and looks at a case study of Z primary school in Shanghai. Then the headmaster, the director of Curriculum and Teaching Division and some common teachers and students are interviewed. Finally the research focuses on the use of interview survey to collect data for analysis.Research results have shown that teachers in Z primary school have a stronger sense of students, and students have broad access to decision-making but low-level participation. At the same time, the teachers have deviation of students’rights. Based on this, the following aspects might be done:respecting the status of students, creating conditions for students’participation and putting more emphasis on the research in the fields of student participation in school-based curriculum.
