It not only can be applied to production enterprises, can also be applied to work quality, the quality of government administration and other fields, and these theories no matter how specific evolution and rich, all without exception to be service as the core depending on their God.Comprehensive quality management from the perspective of primary and secondary school campus safety problem is to primary and secondary school students in the campus security as the core goal, mobilize all social organization, personnel actively involved in, and the use of modern technologies and management skills to establish a set of scientific, line, high efficiency of campus safety accident prevention system, eventually from the probability greatly reduce the probability of security incidents on campus, reduce the harm it brings to the social stability, so that the community understanding of the recognition and satisfaction of the security system.campus safety accidents always occurred in the intention to places and things, and once that happens, it will be difficult to rescue, which shows primary and secondary schools in against accidents of the system, one of the security vulnerabilities exist in the construction, involving these vulnerabilities to school life aspects, both can not prevent the accident caused by the natural environment and accidents caused by the objective conditions of the school, and because the subjective human error, improper operation caused by accidents.In Taiyuan City, Shanxi Province as an example, in 2008, the city started "hundred school schooling" engineering, decided in the next three years, the new year and the expansion of the 100 or so of the school. At the same time, Taiyuan city and the first of its kind, first to start small and medium-sized school campus security project, aimed at for a lot of primary and secondary school teaching building reconstruction, dilapidated buildings, infrastructure aging problem. Finally, the author thinks that all aspects of management is imperfect, specifically, problems are existing in the external environment governance, safety education, infrastructure.On the study of the safety of primary and secondary schools in Taiyuan, the author has made reference to the successful experience of the developed countries in foreign countries. The work of campus security fully integrated into the orbit of the legal system, but also the establishment of a normalization of the campus safety evaluation and reporting system, and the formation of family, school, society and government are jointly responsible for the campus safety protection system. In Japan, for example, its primary and secondary schools have a comprehensive hardware security protection equipment, the formation of a high efficiency of social organizations, but also has strict laws and regulations match. Although the two countries in dealing with the problem of campus safety the focus and different, but commendable is, they all pay great attention to the mobilization of social forces, through the concerted efforts of the protection of primary and middle school students. This method has undoubtedly had a "total quality management" theory prototype, is worth learning and learning.To sum up, the author puts forward the paths of improving the safety management of primary and middle school from the perspective of total quality management. First of all, it needs to transfer to "Total-staff Management":clearing departmental functions, establishing accountability mechanisms, increasing government capital investment, broadening the financing channels; schools changing traditional concepts and firmly establishing the safety awareness; active participation of social organizations in the construction of campus security; parents earnestly performing their guardianship responsibility. Secondly, it should change to the "whole process management":perfecting the legal system of campus safety; improving the school safety management system; improving the supervision and evaluation mechanism; building information feedback platform and carrying out assessment work. Finally, it should pay attention to shifting to "total management":all aspects of strengthening the external environment management, internal security management, security infrastructure construction in primary and middle schools; social fully playing the role of media publicity. In short, the safety management of primary and middle school is that every member of society should pay attention to. Some foreign developed countries have made considerable progress in this regard, such as the United States, Japan, Britain and so on, many of their experiences and achievements are worthy of our studying and drawing lessons from. The author has carried on an entire aspect of analysis to this question mainly from the perspective of total quality management, hoping to form a campus security protection network, and create a safe, comfortable, high-quality learning and living environment for students.
