Since 2006, the " plan of special workplaces "has been jointly launched by the ministry of education, ministry of finance, human resources and public secter. Under the efforts of the central and the provinces that carry out the plan,The plan’s overall work goes well.As the special work plan launched year by year, Teachers team about special workplaces was constantly growing, They have become the main force and backbone of teachers in rural.Special teachers as a special group, It’s no doubt that they have made a contribution to improve the quality of rural education.However, there are many problems in the management of special teachers.For example,Many special post teachers faced the problems that the subject they tought was not the major they learned when they have just arrived at the school.They all have such doubts In their hearts:why not made me to play my strengths?Many special post teachers have few opportunities to train and learn,as new teachers,they lack of teaching experience, so they feel a great pressure on teaching. Some schools do not have a dining room and dormitory,the teachers can only go to the farmers’ family to eat and sleep.But they can’t adapt to the habits of the farmers.There are a range of other issues just like the wages are not high,amateurlife is monotonous and the community does not agree thisoccupation.These problems affected the special post teachers’ working enthusiasm and initiative mor or less and even some special post teachers hovered between leaving and staying on.All the problems was leading to the embarrassing situation that the special post teachers could be recruitsd but they could not be detained.These problems mainly manifested in the following four aspects:1、"Source" management issues limited the professional development of the special post teachers;2、Special post teachers’ Policy implementation capacity led to the relevant needs of the teachers could not be satisfied;3、The problem of the special post teacher’s treatment causesed that teachers’ enthusiasm was not high;4、The school management about special post teachers caused that the teachers lacked of stability.The previous studies were based on the current situation and the job satisfaction of special post teachers.So far,few people researched that the management status and countermeasures study of the special post teachers.This article will launch the research from following two aspects:From macroscopic point of view,to know the national and local policies of the special post teachers and some relevant documents; From the microscopic view, to go to the most basic rural middle schools to understand the management and relevant issues about the special post teachers.The service last for three years of the special post teachers was a process,by researching the career of the special post teachers,national and local policies of the special post teachers,the actuality of school management and going deep into the countryside to know the living condition career identity and direction of the future development about the the special post teachers,to analysis of the problems and causes of the management of special post teachers.Finally, to present the effective strategies and management suggestions to improve the management status of special post teachers.To provide the referential help to speed up the development and satisfy the teacher’s need of special post teachers.To provide some reference and support for the educational decision-making of the special post teachers’ management.
