A new round of curriculum reform of elementary education based on the renewal and integration of educational content, whose core task is to develop students’ comprehensive quality, carries out a set of reforms in various dimensions of elementary education, including course objectives, course content,teaching method, education evaluation and so forth. However, traditional teaching’s overdependence on teaching materials finds it is hard to adapt to this reform. Hence, educational circles put forward the concept of "teaching with textbook", which makes the use of new teaching material challenging.Having been an intern in high school S for one year, the author acquires a comprehensive understanding of Cultural Life, PEP edition of high school politics required textbook 3, and four years of undergraduate studies of basic theoretical knowledge and two years of graduate studies of specialized knowledge allow the author to have requisite theoretical basis and practical experience in theory and practice, which provides the feasibility to this research.To realize effective teaching and fundamentally disabuse two traditional views— "textbook teaching" and "textbook learning", this article analyzes the necessity and feasibility of the "secondary development" of current high school politics textbook Cultural Life based on theory of science, technology, society and environment(STSE) education, multiple intelligence theory, and teacher’s professional development theory. Premised on four principles — "compliance with curriculum standards", "integration of theory with practice", "unity ofplanning and generativity" and "student-orientation", this article analyzes the existing problems of the "secondary textbook" by combining teaching practices,background analysis according to actual teaching requirements and students’ needs. Furthermore, this article proposes relevant implementation strategy for four dimensions—teacher, student, school and society.
