With the acceleration of economic globalization and Knowledge-oriented economy, the core of international competition is talent. In the new era, under the new situation and new requirements, flourishing the cultural life of the people, developing cultural undertakings and enhancing the cultural soft power of the Chinese nation,what need to implement the construction of cultural talents teams, cultivate a group of cultural talents with creative and sense of the times, a powerful sense of mission and vitality and build the cultural brand. Strengthening the construction of intellectual property system and supporting a number of local cultural enterprises with commercial potential and market competitiveness, which need to strengthen the administration personnel of the culture, cultural and business talent, traditional culture and art proprietary talent and high level innovative cultural and creative talent for the subject construction of cultural talents teams.This paper draws on the successful experience of cultural talents’ work at home and abroad, does research on the implementation of the cultural talent plan through the methods as literature analysis, comparatively research in Xiangcheng district. On the basis of generalizing and analyzin the region’s cultural talent policy, talent structure, cultural composition of grass-roots cultural personnel and other aspects of comprehensive analysis firstly, this paper summarizing the dilemma existing in the implementation of cultural talent plan in order to deeply analyze the main reasons, what the aim is proposing some countermeasures pertinently. The government of Xiangcheng district should strive to deepen the strategy of "strong district with cultural talent" which need to combine the resource of government, society and individual. innovative the work concept of cultural talent, promote the supporting capability of culture industries, implement the plans to develop cultural talent, consummate the evaluating management mechanism of cultural talent,strengthen the cultural talent service safeguard measures, etc. All of these initiatives have potentially provide reference for the formulation and improvement of local government’s policy of cultural talent plan and suggestions for the relevant government departments.
