In recent years, with the increasing development of the society, the floating population increase gradually. Among them, there are quite a few of infants. They were born in the cities or they were brought into the cities for living, who represent the new floating people who will enter into the cities in future. Therefore, their physical and cognitive development and living condition were extensively concerned. 0-3 years old is an important period in human life, and it is also the period when social association begins and develops. Good social association is the basis that can insure the infants adapt the surroundings. It is meaningful to the infants’development of life. The author carried out the research in C community of Kunming where the floating population concentrated typically, using methods of the questionnaire survey, observation and interview to collect data. According to the theory of ecological system, this research unfolded from three aspects--that is, the micro, middle range and macro levels--to analysis the current situation of infant’s early association in floating family. We found that in addition to the physiological and psychological development features affects the early association of infants in floating family, parents do not attach enough importance to children’s early development, conditions for child early development is insufficient, lack of correct guidance for children in the process of communication, all of this has serious influences on infant’s early association. In addition, the resources and the environment of the floating population community also limits the infant’s early association. In order to solve this situations, the author made social work services, through the game method to adjustment the infant’s behavior, through special knowledge training and guidance to help parents to strengthen their consciousness, and learn to deal with the problems in a relationship and guide children learn to communicate with people, through community activities to create interaction conditions for infants in the family, looking forward to promote the infant’s early association in the micro, meso, and macro three levels.
