Tutorial system for students’ development is a student management system providing ideological guide, learning counseling, life guidance, psychological counseling to students. Tutorial system for students’ development is good for teaching students in accordance with their aptitude. And it is also conducive to the physical and mental health of students, academic development and career planning. H City is an agricultural city, whose present education situation is not optimistic. All rural high schools in H City have already started various student management system invoving developing guiding. And Macheng experimental high school in H city has carried out the tutorial system systematicly.Tutorial systems of rural high schools in H City have made significant success at helping students with their psychological problems; improving students’ studies; improving the relationship between teachers and students, promoting the concept and capablity of teachers; rectifying and reforming the educational resources. Of course the tutorial system in H City also has some problems, such as unprofessional tutor team, unreasonable time arrangement, frequently tutors changing,unscientific evaluation, unsatisfied treatment, not all students serviced, conflicts between the head teachers and tutors. After fully research, Improvement strategies are put forward as follows: strengthening the professional development of the tutor team, making fixed, public, and dynamic guiding time arrangement; arranging the tutors’ transition well, improving the tutorial system evaluation system; enhancing students’ knowledge on tutorial system, strengthen the combination of tutor system and head teacher system, developing tutorial system related courses.
