As a comprehensive experimental area of China’s reform and opening up, Guangdong has been the largest and fastest developing province in China, and it is also the leader in China’s educational reform and educational policy. In order to implement the policy of the nearest school which was promulgated by the state in 2014, the Guangdong provincial government has also made a positive response. As part of the eastern region of Guangdong Province, Shantou, Shanwei, Jieyang, Chaozhou City, the four also to the timing (requirements stipulated by the state primary and secondary schools in 2015 to achieve the proportion of Nearby Enrollment for:100% primary school, more than 90 percent of junior high school) implementation nearby enrollment policy and according to the actual situation of the survey, the obtained results are obvious, but along with the emergence of many problems."Nearby enrollment" policy is public policy in our country government formulated and implemented a benefit of the people’s livelihood, it not only guarantees the smooth implementation of compulsory education in our country, but also to protect the civil society equal education of basic measures, is an important part of the compulsory education system, has the positive policy value and practical signi-ficance. However, the "nearest school" aims to reflect the fair and impartial policy in the implementation of the fair, but has repeatedly been questioned and opposed to the public, why? This benefit of people’s livelihood of the public welfare policy how to adapt to the new goal of social development and the new orientation of the compulsory education? How to better guarantee and reflect the compulsory education stage of fairness, justice and so on?This paper selects Shantou, Shanwei, Jieyang, Chaozhou City as a research case, take the eastern region of the nearby enrollment policy as the research object, according to the geographical location of the eastern region of each city and county, selected a certain proportion of the school from urban or rural areas, by means of questionnaires and field interviews and other methods to investigate, found its achievement and existing problems and an alysis of hidden in the deep reasons behind, and on this basis, according to the local actual situation put forward my views and suggestions, aimed at promoting near enrollment policy in the eastern region in a healthy and orderly development, better to serve the elementary education.This article mainly uses the literature research, the investigation research and so on, from Shantou, Shanwei, Jieyang, Chaozhou four cities in the countryside, the city altogether extracts the elementary school 131, the junior middle school 131, altogether 262 schools. In order to data real and effective, respectively from a grade, sixth grade and junior high school grade one students randomly selected from each of the five students and parents, were selected from each school a responsible for recruiting teachers and principals as issuing the questionnaire and the interview object. For teachers, parents of students a total of 2227 questionnaires,1865 questionnaires were recovered, the recovery rate was 84%; of which 1624 valid questionnaires, efficiency of 87%. Through the analysis of the questionnaire data, put forward my views.In this paper, through the study found that the eastern area of the nearby enrollment policy implementation, there are many problems in the process, such as the policy text provides a broad and not clear, is not clearly defined; the public to the policy and understanding degree is not high; the public of the nearby enrollment policy existence was not satisfied with a certain proportion of; actual choice rate is far higher than the national limit ratio of 5%and so on. This paper argues that:although Guangdong Province has always been China’s major economic province synonymous, but due to different regional geographical conditions, pr- eferential policies, the economic base, resulting in the gap between regions in the province is bigger than the national, the implementation of Nearby Enrollment on the basis of this, the resistance is to know, even if it is compulsory and would therefore increase the parents of the students "to the housing choice behavior. With the promulgation and implementation of the educational policy, not only need scientific policy of its own, but also the need for policy implementation of effective implementation, the social public understanding and support, regulatory authorities in a timely and effective supervision and inspection, evaluation departments to improve the evaluation system and so on, only in this way can obtain the better implementation.According to the actual situation in the eastern region of Guangdong Province, this paper argues that need from many aspects, all-round joint efforts to promote the balanced development of compulsory education, for students to create a fair and impartial education environment. First, increase the weak school hardware facilities and update and teachers to attract and train, support students balance; second, improved the decision-making mechanism, college admission mechanism, evaluation mechanism; third, through different channels and in a variety of forms to the public for a full range of policy explanation and propaganda; fourth, pay attention to the fairness of the educational process, to provide a fair learning environment for every student in the school.
