To realize the equality of education based on the requirements of equalization of basic public services,the policy of nearby enrollment without entrance examination is carried out during the period of compulsory education in our country.However,at this current stage,the nearby enrollment policy in compulsory education carried out by each city is generally dependent on permanent registered residence and real estate ownership as the primary bases,bringing forward the idea of owning a house in a top school's catchment area and boosting the housing price in the top school's catchment area for selecting the relevant top school then reducing people's sense of happiness.At the same time,the high price makes owning a house in the top school's catchment area become exclusive for the specific class,thus realizing the equality in the enrollment policy of compulsory education becomes more and more difficult in a way.At the 19 th National Congress of the Communist Party of China last year,Secretary General Xi Jinping delivered the position that housing was for living in,not for speculation.And one of the key explanations for this position is separating the interests in public service from real estate ownership so as to let housing back to its essence as living in.Under the above background,this study is developed from the perspective of tenants and homeowners the equal right by taking Guangzhou as example and taking the specific implementation of nearby enrollment policy in compulsory education based on tenants and homeowners the equal right by each district in Guangzhou as analysis object to investigate and analyze the process of nearby enrollment policy in compulsory education based on tenants and homeowners the equal right in Guangzhou.Through investigation,this study finds out that some parts of the nearby enrollment policy in compulsory education based on tenants and homeowners the equal right in Guangzhou,such as the nearby enrollment of the tenant's child with permanent registered residence in Guangzhou(including transient student under policy-based treatment)by public school and the nearby enrollment based on the child's ranking the relevant point system have been realized,however,several weaknesses still exist: firstly,there are too much preconditions,minimizing the groups of people to benefit from this policy;secondly,the policy of tenants and homeowners the equal right does not realize completely equal right;thirdly,the standards of policy execution remain to be improved because the room of renting-seeking still exists;fourthly,the vulnerable groups who do not fit the preconditions may face a tougher situation;fifthly,the rent expense may increase then causing a higher living cost in urban cities;sixthly,this policy could not completely solve the equality problems of educational starting point and the educational process.The reasons that cause these weaknesses include: the policy-making regardless of the scientific policy-making principle,the further improvement on the operability about the content of nearby enrollment,rapid increase in demand for school place,high financial pressure from local government,supple pressure on top school resources during the executions of nearby enrollment,the conflicts of interests between different groups,the inadequacy of supervision and evaluation system in executing the enrollment rules during the period of compulsory education.Therefore,this study suggests the policies of nearby enrollment during the period of compulsory education should be executed step by step based on the actual education resources of the nation and local area,scientifically manage the development process of compulsory education as well as creating good policy environment through the below methods: firstly,increase the supply of top schools and the spending on education;secondly,plan positively and push forward steadily the enrollment policy of multi-school scribing;thirdly,allocate the education resources as a whole to greatly promote the high-quality balanced development of compulsory education;fourthly,further develop excellent non-government funded education further develop to create a good execution environment of nearby enrollment policy;fifthly,use big data method to scientifically forecast the demand and reasonably plan the allocation;sixthly,construct a sound mechanism to execute,supervise and evaluate the education policies.
