With the development of nearby enrollment policy, a program first used in Haikou junior middle school entrance with neighborhood of students and indicators to schools in 2014. The range has been covered most of the city since it was used in 1999. Till now, different people have different opinions to the effect of this policy. It is showed that most parents feel unfair to their excellent children and the huge distance between different middle schools. Children feel little change after entrance examination was cancelled. In teachers’ opinion, the policy promoted the balanced development of compulsory education. Meanwhile it set higher demands for their teaching and management. According to the investigation data, the thesis analysis the cause and conclude suggestion.The thesis mainly includes four parts:The first part mainly describes the backgrounds, the research goal and defines the related concepts and structure.The second part is about the investigation of the nearby enrollment policy in junior middle school entrance. With the questionnaires, we can conclude that most students realized nearby enrollment in Haikou, but this policy still had many problems and needed further consummating.The third part is analysis the cause to the phenomenon. It is related to the parents’ demand of high-quality educational resources, the feasibility of the policy and the social environment influence.The fourth part is suggestions. Firstly, the gap should be narrowed between schools. Secondly, sunshine enrollment program needs to be opened. Thirdly, establish the flow of teachers. Fourthly, improve the system with characteristics.
