In China for a long time to implement the One-child Policy has made remarkable achievements, alleviate the problem of rapid population growth. But the negative effects arising from dramatic demographic changes are also gradually becoming apparent. Fertility level in China is due to low fertility rate. There have been varying degrees of economic and environmental issues and so on. To solve these problems, the Fifth Plenary Session of the eighth decided to fully implement the "two child" policy, has arousing widespread concern in society. The introduction of this policy has important significance for alleviating labor shortages and reducing the aging process and other aspects of the population. But as the body of policy implementation, female has almost speechless in the state. From a policy based on the basic objectives can not see the positions and interests of women, policy effectiveness and impact of the lack of concern for the foreseeable basically female population.This paper is a Gender Perspective study for the universal two-child policy for the affection of urban professional women. Because men and women of different physiological conditions and psychological condition arising from gender differences, this differences in all aspects of performance, resulting in a specific group of people for social and gender roles of women look more focused on the "wife and mother". Universal two-child policy just fit for the female gender role expectations. Therefore, the impact of the policy on family, including increased pressure on female fertility, increased women’s family responsibilities, and women increased reliance on marriage. Because women generally society gender role expectations, the employer of female workers produce gender stereotype that women can not put most of their energy into work. Such gender stereotypes lead to the universal two-child policy for working women had a profound impact, including making women’s employment situation worse, career development adversely affected, facing the dilemma of family and career. And enable women to improve awareness of reproductive choices. I selected Anle town in Luoyang city as an example, the use of questionnaires and interviews to examine the potential impact of universal two-child policy introduced after the urban professional women will bring to analyze the pheaomenon and try from the social realities cultural level, the legislative level, the policy level to make recommendations to promote the introduction of relevant safeguards.
