Promoting fair and improving the quality are two strategic focuses of scientific development of education career. How to realize the fairness and promote the quality are two core difficulties for smooth development of preschool education career. Collectivize management mode has been widely used in the kindergarten because it has many advantages like sharing resource,saving cost,improving efficiency and competitiveness and complementary advantages. Related data shows that, the number of kindergartens which used collectivize management mode occupies a certain proportion, and continues to rise. Based on this, this study discussed the following problems:what is the collectivize management mode leads to the increase of the number?How many types of kindergarten collectivize management mode? Whether the kindergarten had chosen the suitable mode? What’s the characteristic for each management mode? How to decide whether the kindergarten uses collectivize management mode?This research mainly uses the interview and case analysis. In order to investigate the purpose of using kindergarten collectivize management mode and the difficulty in the process of management,the researcher interviewed 3 kindergarten principals who adopt the kindergarten collectivize management mode in Zhejiang province. Analyze and discuss the collectivize management in each kindergarten with its related documents by case analysis.The results show that:The kindergarten should establish its management mode on its layout, the organization structure, resource configuration and operation, and management system and mechanism. According to the organization relationship of kindergartens,the researcher divide the kindergarten collectivize management mode into three types-, hierarchical, and cooperative. From the status quo analysis of the current kindergarten collectivize management pattern, it still has some problems.First,because the kindgartent can not realize "localization", its scale aptness is low; Second,because the resource allocation strategy is insufficient, the quality of education still need to improve; Meanwhile,because the formation factors are different,each model type also has its problems. Combining with the investigation contents and the management pattern of the status quo, to give a full play to the superiority of the collectivization management pattern,avoid its disadvantages, managers should strengthen the teachers’ education, realize the human capital value; To strengthen the interaction, activate the development environment. Relevant government departments should introduce policies and regulations, strengthening the institutional guarantee; Perfect the evaluation system, strengthening quality supervision; Build a network platform, provide direction. Kindergarten should be scientific analysis aptness of collectivization, the realization of a certain degree of self management.
