From ancient times, people use a lot of wonderful words to describe the university, the university is often seen as the engine of the economy, the disseminators of the culture and heritage and the source of knowledge, or even a symbol of national prestige. However, what is the university organization really is, and how to optimize and design the university is still need a further examination.In China, using organizational theory and the system theory to analysis the university is still relatively rare in higher education, and the environment faced by the university is taking place great changes. Especially in the global financial crisis, China's university students are also facing unprecedented employment pressure. This situation led the author to study the university optimization of our country.Burton Clark considers the university organization including three elements: work, beliefs and power. The expression of the university organization is dividing labor by characteristics of knowledge and form the structural model of university organization; belief constitute the values of the university; the coexistence of the executive power and academic power form the the university's power model. Gareth Morgan believes that the essence of organization's environment, organizational strategy, the technology of organization, organization members, and organization culture is the key contingent factors of organization optimization. This optimization and design of key elements is optimization and design of organization. Burton Clark emphasis on the theory of the organizational elements of the university, but Gareth Morgan is trying to find a specific way to optimization based on the optimization of the elements from the perspective of organization construction.From the perspective of organization theory of Burton Clark, I analyse organizational elements of the university; from the essential features of the university, and combined with the practical problems of Chinese university, their environment, the university of organizational strategy, organizational culture of the university , university organizational structure, the size of the university organization, the technology were analyzed and designed by referencing the Gareth Morgan ideology. Author summarized the specific methods and paths of optimizing university organization.The first part is the theory part. Elaborating definition of the organization and the evolution of modern organization theory.The second part, elaborating the definition of university organization. And the cultural elements, structural elements and powers of the elements were analysized, and summarized the university's three corresponding characteristics of the organization.In third part, author described a series of organizational success, and problems of the organizational culture, organizational structure and organizational power of chinese universities orgabization in the past 30 years. And also the analysis of internal and external reasons for these problems.The fourth part of the article, author discusses the methods of optimizing the university organizations in depth, under the guidance of Burton Clark and Gareth Morgan's ideology, the university organization system is subdivided into six sub-systems: environment, strategy, culture, structure size, technology. Author study their characteristics and optimiztion way, and find the the entire optimization methods and trends in the university organization.
