In modern society, education as a public product, is an important manifestation of social fairness, education resources as an important part of educational activities, is an important guarantee for the quality of education. Biology class as the school teaching, one of the most important elements is the allocation of resources, equilibrium, which will affect the educational fair realization but because of economic conditions and policy of culture in different areas of the city and countryside, between school between regions, the configuration will not unfair phenomenon, so in the social, development and progress in the process and need to through a balanced, biological teachers in the allocation of resources to solve education fairness with which has important practical significance.This article from the perspective of educational equity, in Tianjin City, the balanced allocation of teacher resources of biological six major areas in general, were studied by selecting 36 middle schools in Tianjin City, as the research sample to study the present situation of Tianjin City, the allocation of junior high school biology teacher resources six area of investigation and analysis, summed up the existing junior high school biology teachers resource allocation problems, and the reasons and the factors affecting teachers’ participation in the redistribution of resources, investigation and exploration based on the theory of education fairness under the measures and methods of the junior middle school biology teacher resources balanced for the realization of biology teaching, fair allocation of resources to protect the students, education, provide a realistic basis forThe results of this study are as follows:(1) comparison in six interval:junior high school biology teacher resources between Tianjin City area six, the number is roughly balanced, the structure and the age structure of the title, is also essential to maintain equilibrium.
