With the breeding and breakthrough of worldwide technological and industrial revolution,the competition of innovative talents of countries become increasingly fierce. At present, Chinese economic development has entered a new norm. In economic terms, reflected in changes in the rate of economic growth and from high-speed to high-speed shift; in the level of development,reflected in the development of change of kinetic energy, the elements and investment driven to innovation driven. Innovation drives development, so, talent is the basis of innovation, innovation is the foundation of development. Who owns the first-class innovative talents, who has the absolute advantage to occupy the commanding heights of competition. With the proposing of the national strategy of “public entrepreneurship and innovation” and “innovation drives development”, the supporting role of innovative talents to the development is more prominent.Guangzhou as an ancient business city, a famous commercial port and the frontier city of contemporary reform and opening up, has a fertile market-economy innovation soil. Tencent WeChat, Vipshop, Kingfa Technology and other new enterprises grows here. As one of the four central city of China, compared with Beijing, Shanghai, Shenzhen, and the Yangtze River Delta,Guangzhou’s support for innovative talent policy is comparatively weak, and the venture capital venture atmosphere and environment service system is not perfect. How to make innovative talents as the engine to stimulate Guangzhou’s deepening reform, and lead the development of the industry, to grasp the initiative innovation and development. Based on this, this paper studies on the innovative talents development strategy of Guanghzou.Study on the development strategy of innovative talents, which belongs to the category of management discipline, is the frontier of research on human resource management. Through comparing the domestic and foreign advanced countries, regions and provinces in the development of innovative talents experience and practice, investigating Guangzhou’s innovative talents, using survey research method, comparative analysis method, literature review method to analyze the current situation of the development of Guangzhou innovative talents, this paper puts forward the significance of innovative talent development strategy. Based on talent development strategy theory, this paper uses the SWOT analysis method, analyzes respectively on the development of Guangzhou’s internal and external environment of innovative talents, proposes the innovative talents development strategy, guiding ideology, basic principles and objectives of the system. To ensure the smooth implementation of the strategy, this paper also defines the strategic implementation steps, priorities and safeguard measures, through the strategic implementation ofsecurity control strategy.The strategic plan of Guangzhou’s innovative talents, proposed by this paper, has important practical significance not only in Guangzhou, but also in other domestic regions and cities, and also has a certain reference value for the formulation and implementation of innovation talents development strategy of districts in Guangzhou.
