Quzhou City is located in the Western Zhejiang Province and the junction among Zhejiang Province,Jiangxi Province,Anhui Province and Fujian Province,and it is a typical inter-provincial ecological developing city.For all the times,due to reasons of history,geography,culture and economic development foundation etc,the economic and social development level of Quzhou City has been lagging behind relatively in Zhejiang Province,with extensive economic development model,weak innovation driving force and insuficient technological content,which urgently needs transformation and upgrading.In order to realize economic development and innovation driving,and high-quality development of Quzhou City,the key is science and the core is talents.However,the weakness of Quzhou City is exactly shortage of talents,especially shortage of high-level talents With arrival of new era,the shortage of talents in economic and innovation driving of Quzhou City is becoming more and more evident.In recent years,Quzhou City pays high attention to talent management,continuously explores and improves talent policy,and actively creates the atmosphere of talent recognition,talent admiration and talent employment.More than 30 talent policies and supportive measures are enacted successively to open up a new prospect for talent work of Quzhou Gity to a certain extent and to provide talent supports for industry transformation and upgrading and innovation-driven economy of Quzhou City However,there is still difference in talent quantity,quality and structure compared with the talent demands for innovation-driven development,especially when the regional talent competition is continuously intensified and the difficulty in talent introduction is continuously increased.Thus,a great challenge is faced by Quzhou City for talent introduction.Whether Quzhou can keep up with the team and even surpass in the new round of development depends on whether it can successively cope with this challenge and make a turn to convert talent disadvantage to advantageThrough investigation on economic and social development and current situation of talents and matching rate of Quzhou City,this thesis analyzes and evaluates effect and shortcoming of current talent policies and measures of talent introduction,deeply explores the source of problem for talent introduction and learns successful experience and effective measures;based on which this thesis proposes the suggestions of precise positioning to further optimize talent introduction policies,dependence on the market to further strengthen government and enterprise cooperation,and dislocation competition to further netter perform talent "combination blow".
