Legal Research Of Vulnerable Groups’ Endowment Insurance Under The Background Of Urban-rural Intefration

In recent years, our country speed up the process of integration of urban and rural. In the areas of ecological, economic, social security and welfare gradually towards integration, among them, the development of the endowment insurance system as an important part of the social security and welfare should be noticeable. But in the process, some groups with health defects and the relatively weak economic conditions are be classified as vulnerable groups. The groups’ s endowment insurance issue lack of the percet legal protection, so when this people reaching the lawful age, only a low proportion of them can enjoy the benefits of endowment insurance, that difficult to achieve real sense og fairness and justice.For this situation, this paper learn the research achievements at home and abroad, and focusing on the different endowment insurance measures in our country, then find the main problems in the legal protection system and put forward corresponding suggestions. This paper mainly divided into five chapters:Chapter One: This chapter includes five parts: the research background, domestic and foreign research review, research purpose, research significance, research methods, respectively.Chapter Two: the summary of relevant concepts. This chapter includes four parts: the process and the connotation of China’s urban and rural integration, the academic definition of vulnerable groups and the description of research scope, introude the connotation of endowment insurance in law, the legitimacy and necessity of this project.Chapter three: the empirical analysis of the endowment insurance for vulnerable groups. Firstly, introduce the endowment insurance of the four type of vulnerable groups in various regions, in order to draw the advantages and disadvantages of various systems. Secondly, introduce the endowment insuran of three countires which in different economic development level,and compared with our country, as to find reference experiences.Chapter Four: under the background of urban-rural integration, to analysis the reasonsof the problems about the endowment insurance system of legal protection of vulnerable groups. The main contents include : specific analysis the defects of the legislative flaws, feedback mechanism, incentive mechanism and the the insured pressure.Chapter Five: according to the related defects and reasons, put forward the suggestion. This chapter explain the basic principl, then according to the problems, it proposed targeted suggestion.
