Research On The Impact Factors Of Performance In Public Service Platform For Industrial Technology In The View Of Strategic Alliance

At present, public service platform for industrial technology plays an importantrole in improving our level of industrial technology, promoting industrialdevelopment, and promoting regional economic growth. Several provinces in Chinahave established public service platforms of industrial technology for differentindustries respectively and the trend of development is booming. Under the guidanceof national policy as well as the support of Shanxi Province13115TechnologyInnovation Project, Xi an, the capital city of Shaanxi province, has also establishedindustry public service platform in more than10industries. It is a great impetus to thedevelopment of the industry. However, while the platform is playing its role, someproblems still exist such as: the weakness of R&D and inefficiency of the sharing ofthe key technology. In order to play the function of the platform better for moreefficient service industry, so it is important to investigate the influencing factors theplatform performance.Based on the above issues and the actual need, through leaning the relevanttheory of, this article puts forward platform performance influencing factors from theperspective of the strategic alliance, focused on the service function of the platform tobuild the indicators to reflect the performance of the platform, and establishes atheoretical model and make assumptions. By investigating several public serviceplatforms for industrial technology in Xi an Shanxi, and analyzing measured data of124samples, the proposed model and the assumptions are verified. Results show thata good match, good communication, mutual trust and more investments among theUnions can effectively improve the operational performance of the public service ofindustrial technology platform. The platform plays its functions of the service industrybetter.The main innovations and conclusions of this paper are summarized in thefollowing:（1）Based on the perspective of the strategic alliance and focused of the servicefunction of the platform, the performance influencing factors model is built under theperspective of the strategic alliance. In this paper, by researching the reference,combined with the characteristics of public service platform for industrial technology,and focusing on matching degree, the extent of communication, the level of trust andcommitment of elements in the process of platform running,the platform runningperformance influencing factors model is built. （2）The introduction of the indicators of basic services, R&D, quality ofservice, social and economic benefits, this paper builds the index system of theevaluation platform running performance. The selection of performance indicators ofevaluation on platform did not learn from the Balanced Scorecard method, butcombination of the characteristics of the industry technical public service platform. Itconsiders the function of platform service and builds evaluation platform performanceindex system.(3) This paper puts forward and verify that Union match, communication,trust, the Union involvement are the important factors which affecting theoperating performance of the platform. League match, communication, trust, Unioninvolvement and platform performance exist significant positive correlation whichwas found through empirical research on more than one platform in Xi an, ShaanxiProvince. To some extent, this conclusion makes up for the lack of previous studies. Itplays an important role in promoting the platform in future and provides ideas andefficient service in the industry.
