An Empirical Analysis On The Evaluation Index System Of Scientific&Technological Support For The Transformation Of Economic Development

Science and technology are primary productive forces. With the coming ofknowledge economy, the role of technology in economic growth is increasing and hasapparently become a major driving force for economic development. Since the reformand opening up, China’s economy experienced a period of rapid development, we arenow in the "Twelfth Five-Year" period, it is a critical period for the transformation ofeconomic growth mode, and we should continue to develop economy rapidly andhealthily. So we can make scientific and technological development as economic andsocial development’s strong support. With the combined methods of the qualitative andquantitative analysis, our research aimed to analyze technology how to supporteconomic transition from the scientific and technological support and economictransition angles.From scientific and technological support and economic transition angles, ourresearch firstly sorts out the meaning of scientific and technological support andeconomic transition development and analyzes the status and characteristics of Jilineconomic transition development. From three aspects: the science and technologypromoting economic growth, science and technology optimizing the industrial structureand technological innovation resulting in new economies, our research secondlyexplains the mechanism of how the science and technology to support economictransition development. We established the model to measure out the technologicalprogress contribution rate in each times from1991to2010in Jilin Province. Ourresearch established the index system and used the combined methods of the principalcomponent analysis and the analytic hierarchy process to avoid the problems such assubjectivity or irrationality when we selected the comprehensive index and weight. Onthe one hand we measured out the level of how technology supported the economictransition development, ranked and analyzed with the15samples selected. So we cancompare and analyze horizontally the level of Jilin Province. On the other hand we selected the index data from2000to2011to analyze vertically the level of JilinProvince with the method of the principal component analysis.Our research is based on Jilin Province. We measured and analyzed howtechnology supported the economic transition development horizontally and vertically.We can see some problems such as the poor quality of economic development in JilinProvince, lack of technological development and innovation, weakness of technologysupport and so on. As weak capacity for problems, our research proposed the solutions:to achieve economic integration technology, strengthen independent innovation, toimplement the union of industry-study-research.
