Restricting Factors And Measure Selection Of Hilly Area’s Economy Development

The region of hilly area is defined as’QIU QU’, or’mountainous area’in geography. China is a country with a lot of mountains. The terrain in China gradually descends from west to east like a three-step staircase. The hills are widely distributed in China, most of which occur in the transition zones between mountains or plateaus and plains. From the point of terrain, hilly areas mainly exist in the second or third-level terraces, with an area of about1million square kilometers and10%of our country’s total land area. They are ecological barriers in plain areas and an important carrier of agriculture and rural and suburban development. From the point of economy, most of the hilly areas are less developed regions. Although these areas are relatively abundant in natural resources, they have such problems as poor infrastructure, insufficient investment in science and technology, low quality of overall labor force, which lead to the lagging economic development. Hilly area economy is an important part of regional economic development in China, yet a short board of the overall development of China’s economy. How to suit our measures of local conditions to the development of hilly area economy is closely related to the solutions to the development of the two areas of urban and rural China and further advances of the coordinated development of regional economy. This essay is written based on economic development in Sichuan hilly area as the research object, taking Zitong County as a specific case, applying the theory of regional economics and development economics. A thorough analysis has been made on the elements like resources, characteristics and economic development conditions. On this basis, with the com-bination of actual Zitong county economy, and a systematical analysis of the main restricting factors of economic development, I put forward some paths selections, development ideas and policy recommendations on how to develop the hilly area county territory economy and how to realize urbanization, industrialization and ecological development. Its purpose is to clear thinking about county economic development in hilly area and promote the scientific development of county economy hilly area according to the common features of resources and economic development of Sichuan hilly regions.
