This paper studies the development strategy of Chongqing Sinosteel Investment Group Co., LTD, on the basis of the theories of strategic management and relevant theories and approaches of other disciplines. This paper tries to carry out an empirical study by combining theory with practice.Chongqing Sinosteel Investment Group Co., Ltd is a comprehensive private enterprise which mainly specializes in the renewable resources, and real estate, also involving some other financial services. The economic and social development and the deepening of the reform provide the private enterprises with a wider space for development, while the more and more fierce competition brings about more severe challenges for them. Under such circumstances, the private enterprises have to make an overall plan about the long-term strategic development so as to survive and develop sustainably.This paper puts emphases on the significance of strategic development through a review of the operating experience of Chongqing Sinosteel Investment Group Co., Ltd.First of all, this paper analyzes the external environment of the company:it analyzes the maro-environment from the perspective of politics, economy and technology and analyzes the industry environment of the renewable resources from the perspective of industry policy, industry competition and business opportunities, then it summarizes the development opportunity and upcoming challenges facing the company.Secondly, this paper makes an analysis on the internal environment of the company in terms of its operating resources, financial resources, human resources, production capacity, company reputation and financing ability for the purpose of accurately comprehending internal conditions in order to recognize its strength and weakness. The company tries to accomplish dynamic balance between the internal resource capacity and the external environment to adapt to the environment for long-term survival through the analysis of the external and internal environment. Therefore, this paper aims to carry out the research on the development strategy formulation and to scientifically determine and choose the strategy mix which fits the reality and the future expectation. Based on the review of the operation philosophy and operation goal of the renewable resource business, this paper looks into the future development of the company, further putting forward the vision, principle and core value to guide its development.Through strategy selection, the overall development strategy is established, then under the guidance of which, specific business strategy for renewable resources and commercial property are formulated respectively. Furthermore, the complete set of company strategy is finished when the strategies for the main functional departments like human resource, financial management, auditing and monitoring are made.The renewable resource business is the survival and development foundation of the company, which supports other businesses and therefore needs further improvement and innovate to stand against the drastic market competition. Thus talents team should be built and expanded, comprehensive ability of employees should be improved to increase their effectiveness and efficiency, the unique core competitiveness of the company, and the payment and welfare system should be perfected to sustain and encourage the employees, the original management and development mode should be kept to increase the market occupancy and establish good reputation, credible and dependable company image should be built to gain government trust and support as well as to establish good public relations with local governments, which would be favorable to other local business development.The real estate business is an important sector in renewable resource industry. Though the situation of real estate industry is not very optimistic because of macro-control, regulatory policies on credit, price and purchase quantity, it contributes positively to the economic development of the country. However, with the deepening of the urbanization, the rigid demand and improvement demand for housing will rise, leading to the healthy and sustainable development of the real estate industry. Standardized, systematized and team-oriented management should be adopted to successfully win the project, properly position the project, rationally distribute the amount to be rented and sold and scientifically arrange the cash flows by utilizing the platform established by the company and the government so that the real estate business can set a firm foothold in the industry according to the strategic plan.Human resource has become the most important factor for the operation and management of the company under the new economic background. Many managers of modern enterprises begin to realize that human resource is a necessary prerequisite to the creation of social wealth. The high efficiency of the human resource department relies on every member from the department director to the professional trainer to perform their duties fully. The development strategy for human resource is the basis of a modern enterprise, so informationization of the company should be enhanced to raise the monitoring efficiency and to rationalize the allocation of human resources. Moreover, importance should be attached to the introduction and cultivation of talents, the choice of personnel, proper use of the talents, and the improvement of the payment and welfare system to increase the employees’confidence and sense of identity.After clearly defining the important function of the supervising and auditing department, auditory and management innovation should be carried out, institutional construction should be emphasized, the implementation capacity should be improved and integrity and risk prevention should be stressed with the support and efforts of other departments to guarantee scientific development of the company.As a crucial part, the financial department has to optimize itself to increase efficiency and novelty, to conduct analysis in combination with the external environment for avoiding omissions and errors, to arrive at correct financial analysis and positioning with a view to better prepare itself for future development.The strategies are for implementation, which is an essential stage of strategic management. This paper studies the strategy implementation after the strategy formulation and puts forward prospective and operable advice on the strategy evaluation and control, hoping to offer reference to the future strategy implementation and control and to the objective assessment about the realization of strategic goals and periodic goals.
