The overall scale and the success rate of start-up enterprises are strategically important in improving the overall level of economic development in our country, promoting the transformation of economic growth mode, as well as accelerating the upgrading of the industrial structure, etc. The management efficiency of start-up enterprises is closely related to their entrepreneurial orientation, while the features of the structure of executive team prove to be the key factors of entrepreneurial orientation through the limited influence on rationality of the team. This paper aims to research the following aspects. One is to explore the measuring method of the structural feature of executive management team in start-up enterprises and their influence status and influence mechanism on entrepreneurial orientation, which means the structure effect on executive management team of start-up enterprises. The other is to find the situational factors and mechanism of effects of this structure effect. The third one is to seek targeted strategy of entrepreneurial environment optimization on the basis of theoretical analysis.Firstly, this paper systematically generalizes and summarizes the classical theory related to top management team and entrepreneurial orientation theory, and based on this, it designed four potential variables to measure structural characteristics of the top management team:dynamic strength,, the extent of marketalization, the inerting level and the degree of differentiation, as well as the three potential variables to measure entrepreneurial orientation:innovation tendency, development tendency and risk taking tendency. Secondly, this paper formed some data based on empirical analysis through questionnaire analysis on the basis of the study of innovative entrepreneurship environment of high level personnel in city of Chengdu, with478business enterprises as samples. And then, it put forward hypothesis need to be testified about executive team structure characteristics as well as some related situational factors according to the theory of mechanism. And it made use of confirmatory factor analysis (CFA) in structure equation model (SEM)) to test these hypotheses, drawing some conclusion based on the real situation of structure effect on the executive management team of start-up enterprises.Finally, according to the above conclusion, this paper discussed the strategy types and main strategy of the optimization of entrepreneurial environment To draw a conclusion, dynamic strength, inerting level and the degree of differentiation of executive management team all have significant influence on entrepreneurial orientation, while the structural effect of the extent of marketization, which is a typical structural characteristic of team, is not significant. Typical situational factors such as type of industry, the shortage of funds and the market scope all have influence on the structure effect of the executive management team of start-up enterprisesAlthough the author has paid a lot of efforts, this paper still leaves much to be desired.
