As a basic industry of China's economic and social development,agriculture has made remarkable achievements in more than 40 years.Due to the depletion of natural resources,agriculture is increasingly dependent on science and technology,The contribution rate of agricultural scientific and technological progress as a key indicator of the contribution of agricultural scientific and technological progress to agricultural output growth,it is the important basis for the governments at various levels and agricultural administrative departments to assess,but also a research topic for many scholars to explore constantly in agricultural field.However,at present,there are still problems in no unified calculation method,inconsistent indicators and the lack of comparability.Only the accurate measurement of this index can promote the development of agricultural science and technology.Firstly,the connotation of the contribution rate of agricultural scientific and technological progress is defined,it can be obtained by the ratio of TFP and the growth rate of agricultural output value in the same period.Then,the general situation of the development of agricultural science and technology in China is roughly described.The contribution rate of agricultural scientific and technological progress in China from 1990 to 2014 is estimated by DEA-Malmquist method.The results show that the contribution rate of agricultural scientific and technological progress in China is increasing year by year.TFP was decomposed into agricultural technical level and agricultural technical efficiency,and it was found that TFP was mainly due to the improvement of agricultural technology and the improvement of technical efficiency was very limited,and there is still regional uncoordinated problem that the contribution rate of agricultural scientific and technological progress in the eastern region was significantly higher than the central and western regions.Based on the above results,this paper defines the influencing factors from the aspects of natural environment,policy environment and factor quality.Using the panel data analysis model,the results show that the agricultural expenditure and the degree of agricultural mechanization are the most influential factors of agricultural scientific and technological progress.Finally,with these two key factors as the starting point,to put forward a number of proposals to improve China's agricultural science and technology progress.
