With the coming of knowledge economy, the great value of talents has beenfully reflected. The concept of human resource is the first resource which has beenhighly recognized in today’s society. For modern organizations, the quantity andquality of human resource has been the decisive factor for their survival anddevelopment.As an effective form of human resource development and training, staff careerplanning has been paid attention and applied by more and more enterprises. Throughthe implementation of staff career planning, the enterprises can not only developpeople, cultivate people and meet their human resource desire, but also create anefficient working environment and atmosphere which is indicative, educative andattractive. This method really makes the enterprise and staff develop simultaneously,promote and benefit mutually, and further enhance the market competitiveness ofenterprise and employee’s occupation development potential. In the westerndeveloped countries, the staff career planning has been imported generally inenterprises. But in our country, especially in the state-owned coal enterprises, thestaff career planning awareness is still relatively weak and the cultivation of thetalent development is also a lack of long-term planning.With the development of science and technology, as the traditional energy plate,coal industry has put off the "original, extensive, backward" hat, and has establisheda set of modernization, refined, advanced management mode of production.Meanwhile it has realized the mechanization, intensive management and refinementoperation and has greatly improved the overall quality of the staff requirements.Although some advanced coal enterprises have began to import the employeeoccupation career planning, but the systematic and mature management scheme hasnot formed Given this, this article take staffs’ career planning and management inLinyi Mining Group Co. LTD as a research topic. By drawing lessons from the research results at home and abroad and analyzing the status of human resource andthe problems existing in staffs’ career development, a staffs’ career planning schemewhich is manageable from a practical standpoint to match staff’s developing planand enterprises’ vocational needs is designed in order to help the staffs succeed incareer development and guarantee the enterprises’ talent demands. In this way, staffscan grow up with enterprises and their potential can be full realized; and what’s more,enterprises can achieve the optimum value and realize their final target. Meanwhile,Linyi Mining Group Co., LTD has provided a lot of useful reference for Chineseenterprises by revising and perfecting this plan, especially for the state-owned coalenterprises.
