The management of agricultural research institutions has always focused on how to determine the research targets of these institutions, key points of these research jobs, how to develop the work efficiency of scientific researchers to increase the effective research outputs. To better achieve these targets of research institution management, it is very necessary for the managers of these institutions to monitor the level of competitiveness of agricultural research institutions. The evaluation of agricultural research institutions’competitiveness could help research management staff to conduct performance assessment of overall research level of the research institution, recognize the strength and weakness of current research work and help managerial decision makers to modify the research focus in time according to the national global scientific strategies. Therefore, the accuracy of evaluation results and the impartiality of evaluation process could guarantee managerial decision makers choose the right decision for the research institution. The tradition means to conduct this job is to accomplish it all by the manual labor of research management staff and this method has its inherent drawbacks:(1) it is a waste of time and resources such as labor and paper;(2) in case of some mistakes during this evaluation process, the research management staff must spend extra time to verify the original data and evaluation results which has heavily increase the workload of these staff;(3) evaluation results are hard to save as the preservation of these results need extra space and paper resources.The development of information technology and informatization of scientific management provides an opportunity for research management staff to overcome these deficiencies. As a result, this research aims to build a decision support system for the evaluation of agricultural research institutions’ competitiveness. In order to achieve this target, we mainly finished research jobs of the following aspects:(1) after the analysis of several related concepts, we recognize the concept of Evaluation of Agricultural Research Institutions’Competitiveness and the research boundary of this concept;(2) according to the current situation research of the evaluation of research institutions’competitiveness, we determine the current evaluation policies of these research institutions; according to the current situation research of the application of decision support system, we get to know the concept of Decision Support System and its current development tendency;(3) based on the research results of the last aspect, we introduce the theoretical knowledge of multi-index comprehensive evaluation method and key evaluation models provided by the decision support system;(4) after the business process analysis and data flow diagram analysis of the practical evaluation of agricultural research institutions’ competitiveness, we developed the logical design scheme for this system and based on this logical design scheme, we designed the architecture, functions and database of this system;(5) after the phases of system analysis and system design, we conducted the practical development of Agricultural Research Institution Competitiveness Evaluation Support System, in this phase, we determined system development platform and operation requirements of this system and then introduced the implementation of some key algorithms of this system;(6) in order to test the actual operation effect of this system, we choose some evaluation examples to assess the practical operation effects which proved the key functions of this system have been realized and this system is running well.In order to make sure the well running of this system, we need to guarantee not only the quality of this system itself but also this of the outside operating environment. In the final part of this research, we made a conclusion for this research job, discussed some potential problems existed inside this system and in the outside operating environment and then gave out the ideal using outlook of the Agricultural Research Institution Competitiveness Evaluation Support System.
