Agriculture Going Out is a Chinese concept or policy terms. It is a key part of China’s agricultural strategy, referring to making full use of both domestic and international markets and their resources. It optimizes the allocation of resources such as the strategy to solve the food security issues in China, including foreign aid, technical cooperation, foreign investment and trade in goods in agriculture.In recent years, the uncertainty of international agricultural market continues to increase, the control developed countries to the international agricultural products market and the global agricultural resources competition intensified. The supply of China’s main agricultural products is being threatened at the same time, as the cost of increasing the food supply and guaranteeing food security soars up, making Agriculture Going Out a more urgent issue. Agriculture Going Out is a key strategy of seizing the historic opportunity under new circumstances to expand China’s space of agricultural development, to ensure the security of grain and other major agricultural products supply, and to break the monopoly control pattern of agricultural industry of developed countries to the world, and to gain agricultural autonomy and voice during the globalization of agricultural resources. The strategy has great significance to food security.The changing world provides opportunity of the implementation of Agriculture Going Out. Agricultural enterprises should actively expand overseas to seek development opportunities, and use the experience of overseas agricultural exploration of developed countries for reference to promote China’s Agriculture Going Out as a new breakthrough point of China’s agricultural opening-up strategy.In this paper, the Agriculture Going Out mainly refers to:the Chinese government, under the new situation, using agricultural foreign aid and other ways to promote agricultural overseas investment, and companies to making direct agricultural investment activities in other countries. The paper analyses the practical difficulties and existed problems of Agriculture Going Out and study the Japanese experience of overseas agricultural aid and overseas agricultural investment since World War II. The first part of the paper mainly introduces the background and significance of the research, including related domestic and foreign research, the content and logic framework of this analysis, methodology, possible innovation and deficiency. The second part reviews the present situation of Agriculture Going Out strategy, divides current practices into three types, and explores the characteristics and restricting factors of China’s strategy. The third part chooses three cases to analyze the agricultural practice of "going out" in detail, according to the three types mentioned above. The fourth part, through case analysis, introduces the Japanese practice of overseas agricultural assistance and overseas agriculture investment. The fifth part presents the actual situation China faces in terms of agriculture, combined with the Japanese experience, and promote Agriculture Going Out.
