Human Resources Development Strategy Of Chongqing Household Services Industry

Household service industry takes an important part in the third industry, while humanresources development is the key and difficult point directly influencing the developmentof this industry. Only by establishing scientific human resources development system anddeveloping human resources effectively, the household service industry could have a solidhuman resources backup of both high quality and large quantity.The author aimed to do a deep and complete research of the household serviceindustry in Chongqing through this dissertation. In this dissertation, with references fromwestern research methods and domestic experience of household service industrydevelopment over a long time, the author clarified the current human resourcesdevelopment status and pointed out three advantages of this industry, which are steadysupport from the government, great potential demand and rich potential human resources,through literature research, questionnaire, personal interview and data analysis.Consequently the author analyzed and found out five obstacles of human resourcesdevelopment, which are no clear development main body, structural conflict betweenmarket demand and supply, low standard working environment and condition, nosystematic training and low quality managers in this industry. On the above basis, theauthor raised seven countermeasure suggestions from the perspective of government:clarifying the main human resources administrative body in the industry, enhancing laborsupply channels, strengthening professional and skill trainings, promoting laborrelationship and social security construction, establishing HR public service platform,building household service HR brands and the publicity leading to respect the householdservice workers. The output of the dissertation could effectively promote the constructionof Chongqing household service human resources development, and provide importanttheoretic basis to government polices, finally making contributions to a continuous andsound development of Chongqing household service industry.
