With the coming of the knowledge economy,the role of human resources in the development of the industry is more prominent.As the most creative,initiative resources-human resources,rooted in the process of the development of the whole industry,its development is directly related to the sustained and healthy development of the industry,influencing the formation of the core competitiveness.As China's economic province——Shandong Province,is the main force of the "transfer structure,transfer mode",and the quality of its development has an important impact on China's social and economic.Its inherent law of industrial development and human resources development,and what industrial development is the human resources development requirements,deeply and systematically analyze the reasons of these problems,in order to clear the direction of the development of human resources in Shandong Province,and strengthen human resource development support for industrial development effect.The second industry is the leading industry in Shandong Province,providing a large number of jobs.At the background of "transfer structure,transfer mode" and "<Manufacturing China 2025> the Platform for Action in Shandong Province " in the current.Starting from the second industry,by building a human resource development model is universal,and to explore the impact of human resources development for the second industrial development,further in-depth studying each industry human resource development requirements,clearing the development of human resources in Shandong Province the overall requirements and direction,proposed the policy suggestion of the development of human resources in Shandong Province.The main contents of this paper include:We proposed a hypothesis of the second industrial development and human resource development relations and use empirical method to validate,and have been the development of the second industry including industrial scale expansion,industrial upgrading and industrial chain extension brought about in the development of human resources of "quantity" and "quality" influence,also to verify the human resource development to bring the development of secondary industry huge reaction;In the basis of previous path with the help of the new economic growth theory in the Romer model of knowledge spillover " analyzes.Using STATA.12 software,the paper selects the amount of data in 15-year period 2000-2014 Shandong Province,time series analysis,to discuss the development of secondary industrycontribution on human resource development in Shandong Province.The results showed that the effect of physical capital on the development of secondary industry is greater than human resources development,indicating that the development of the second industry in Shandong Province is still the traditional mode of development,but this effect waned in the continuous,the development of human resources role enhancing.With empirical conclusions of the second industry as the foundation,this paper examines the first and the third industry in the development of the human resources quality,quantity of demand,and puts forward future of Shandong Province human resources development trends and key points based on the interaction of industrial development and human resource development in this paper.Based on the above,this paper puts forward the measures for the development of human resources in Shandong Province,in order to cultivate high-quality talents for the development of the industry.Industrial Development and human resource development has a strong system,and industrial development and human resource development is also more complex.It also needs in the industrial development,especially the development of innovative human resource requirements,industry chain extension and other issues in the future to continue research.
