From the perspective of development tendency, China economy is certain to transform tothe type of "human resource development" from "investment-driven" model. As the political,economic and central center of Shandong Province, a typical labor-input and labor-intensivecity, Jinan develops human resource service enterprise, which is instrumental in the effectiveallocation of human resources, especially in employment of peasant-workers and graduates ofuniversities and colleges, re-employment of laid-off workers and even the flow of high-endtalents. Human resource service enterprise fully shows its value and social responsibilities inthe aspects of serving economic development, guaranteeing social stability, acceleratingenterprise transformation and promoting employment.Human resource service enterprise is a new kind of industry, whose development scale andservice level are promoted rapidly, and service field and service contents are increasinglydiversified under the circumstance of "migrant workers shortage" and "talents shortage". Aperfect service industry chain is formed developing from initial intermediary agent recruitmentand human agency to professional training, talent assessment, management consultancy, labordispatching and human resource outsourcing. The enterprise plays a positive role in servingeconomic development, guaranteeing social stability, accelerating enterprise transformation andpromoting employment, and fully shows its own value and social responsibilities.As a new thing, Jinan human resource service enterprise is in the start and developmentstage. Currently, the knowledge and attention on human resource service enterprise is yet to beimproved and enhanced. The development of human resource service enterprise needs theconcern and support of government and society in all aspects. Therefore, under thecircumstance that the regulations and policies are too be perfected, regardless of obviousachievements, human resource service enterprise is far behind the development requirements ofcurrent market economic situations and other human resource service enterprises in developedprovinces and other countries in the aspect of comprehensive service capacity. As for Jinanhuman resource service, the relevant policies and regulations are imperfect, high andmiddle-end service and product effect and business level are weak, the service process is full of problems and the overall level is still low, so the healthy development of human resourceservice enterprise is restricted. Aiming at the development characteristics of Jinan humanresource service enterprise, we shall positively guide human resource service enterprise tocomply with the indusial development tendency, strengthen market competitiveness andstimulate the vitality of operational human resource service enterprise through the innovation inmanagement system, enterprise mechanism, organizational form and service brand.On the basis of sufficient investigation and research, the paper firstly covers the basicconcept and relevant theoretical knowledge of human resource service enterprise, and thedevelopment of national and foreign human resource service enterprise. And also, the paperfocuses on the type, scale and characteristic of Jinan human resource service enterprise, andanalyzes the influence of human resource service enterprise on economic and socialdevelopment and employment in Jinan. Meanwhile, the paper points out the deficiencies andproblems of human resource service enterprise existing in development process. Finally, aimingat the development of Jinan human resource service enterprise and the solutions to promotedevelopment of human resource service enterprise, the paper puts forward the developmentpath and suggestions in next step according to the actual situations in Jinan and combining withnational talent development plan, and some regulations and policies have issued or to be issued,in order to drive and promote the development of Jinan human resource service enterprise.
