An Evaluation Research On Work Injury Rehabilitation Service Quality And Effect In China

Work Injury rehabilitation is an important component of the modern industrialinjury insurance system,"Social Insurance law" and "Work Injury Insuranceregulations" have been clearly defined. Establish injury prevention, workers’compensation and injury rehabilitation the "trinity" institutional system, is the goal ofreform and development of our China’s work injury insurance. Modern rehabilitationphilosophy pursuits a comprehensive rehabilitation, medical rehabilitation, vocationalrehabilitation and social rehabilitation included, promoting workers social integrationand re-occupation. In order to promote the work injury rehabilitation, the state hasinvested much, such as in institutional guarantee, institution-building, servicemanagement, talent training, and so on. Work Injury rehabilitation center of Guangdongprovince, the best in our country, which the rate of injured workers return to work hasbeen as high as82%. Whether promote re-employment of injured workers has becomethe important basis of the rehabilitation effect assessment.However, our service quality and implementation effect of work Injuryrehabilitation are not yet effectively evaluated. Whether the workers are satisfied with itor not, whether the costs and benefits in the acceptable range, what is the pursuit ofrehabilitation institutions in our country, and so on, all related with the healthydevelopment of rehabilitation services.In this paper, using the service quality gaps model and the cost-effectiveness modelseparately research on injury rehabilitation service quality and effectiveness. With thedata of88workers, the results show that different gaps existed between the actual valueand the expected value of rehabilitation services, namely the services provided shouldbe well upside. Separately from the time of rehabilitation services, daily livingconditions before and after hospitalization, rehabilitation payments and the selectionafter rehabilitation to assess, the results show that the daily living conditions aresignificantly changed, the payments are huge, and the most of workers select theoriginal post or the original workplace after rehabilitation.On this basis, the paper proposes two policy recommendations to improve ourwork injury rehabilitation. One is quality of service-oriented to enhance the level of injury rehabilitation agencies’ services, the other is aim to optimize different bodies’responsibility to improve the effect of rehabilitation. In conclusion, the article raised theprospects on Injury rehabilitation services for the development, making laws,establishing different modes of injury rehabilitation service system and building pensionprotection mechanism after rehabilitation, and some proposals for further studies.
