With the rapid development of the knowledge economy, high-tech enterprises in China are facing serious challenges. Knowledge workers play an increasingly important role. To design a rational and effective motivation mechanism, which can attract, retain and motivate workers has become an agreement. The premise of implementation effective motivation is that performance evaluation is scientific and reasonable. Financial evaluation is unable to meet the needs of enterprises' development, and generally questioned by the academia and the business communities. It is urgent to introduce advanced ideas and experiences of international enterprises management. Economic Value Added (EVA) and Balanced Scorecard (BSC) are two advanced management concepts. The common conclusion from theoretical study and practical application is that the two methods have some limitations but they are complement.The purpose of the study is how to apply EVA and BSC to high-tech enterprises performance evaluation and knowledge workers' motivation mechanism. Firstly, it elaborates on the theory of EVA and BSC, as well as the feasibility and necessity of connecting EVA and BSC together. It establishes a theoretical model of integration scorecard, and analyzes the applicability of integration scorecard for China's enterprises. Secondly, it introduces the integrated scorecard into high-tech enterprises' performance evaluation, and it gives methods to ascertain the indexes' weight and calculate the comprehensive evaluation value. Thirdly, it gives analysis about the incentive status, reveals the current problems and challenges, and summarizes the internal and external incentive framework for knowledge workers. On this basis, it introduces EVA and BSC into the design of motivation mechanisms for China's knowledge workers. We design the Performance stock options based on EVA and the 3-D model of performance-based pay system. Finally, it discusses a case on a software company in Beijing, and applies this study to improve its performance evaluation and incentive mechanism for knowledge workers. This study enriches high-tech enterprises performance evaluation and motivation theory for knowledge workers. It will help China's high-tech enterprises to calmly deal with ??re challenges and access to sustainable development.
